First of all make sure that it is a full thickness board and not just a vaneer. Once you get all the old vinyl off and as much of the glue as you can, you will need to rent a drum sander to bring the floor to a uniform level and condition. Then you can use a power buffer with a fine grit sanding screen to give the floor it's finish sand.

Buy lots of tackcloth. You will need it after you vacuum the floor of all the dust. The tackcloth with collect all the particles so they do not end up suspended in the coating. Choose your floor stain/sealer mixture. A good mix is rexthane. It is long lasting and durable and hides scratches. You will want to do three coats, sanding with a very fine sanding screen and cleaning with a tackcloth between each coat. Follow the instructions for your stain/sealer regarding drying time between each coat, some finishes have a different duration for each coat so be mindful.

Have patience with it and you will be rewarded with a long lasting beautiful floor.

Remove the vinyl, sand floor then clear varnish.
No big deal...I do it all the time. You need to scrape any of the really big puddles of glue or adhesive with a putty knife.

Then sand with the three grades of belts starting with coarse, medium and then fine.

Vacume really well and then finish with whatever you decided to put down.
