How can i run a 220v line out of my breaker box?
Answers:
I don't want to be negative as I am a do-it-yourself kinda guy, but if you are really unsure about this, don't risk hurting yourself. A breaker panel is not, I repeat, NOT the place to learn about electricity. Books are good and television shows help, but any trained electrician will tell you that the experience and practice of working with electricity every day is what can save your limbs or your life.
Other answers:
Call an electrician. If you need to know, need three wires, Black, Red and Green / white . Get 220 V breaker or 2 110 Volt.
Then attach Red and Black on 2 terminal of breaker and green/white to Ground/neutral and you are ready to go.

The source to most washer-dryers is a 220V. See if you can use this.
Go to the library or order the book, "Wiring a house", amazon has it for about $16.00. I wired up my basement rec room following this book, and learned a lot in the process. It covers all the basics and heads off your problems before you realize your going to have them.
