You said "de-winterize", we are all pretending that you have, at some point, "winterized" them by adding potable antifreeze.
Turn on the taps one at a time, and flush the pipes with water, shut them off, and turn them ON again several times. A minute or two on each tap should suffice.
You can just start using the toilet, turn the water ON and flush it.
