It would be a waste of energy. the heat tape is very low wattage and only designed to penetrate tiles upto 10mm thick.
If your putting laminate on top of the tiles you are reducing its efficiency greatly.
I would think you would still need to put a soft membrane down between the tiles and laminate if anything to stop the laminate banging on the tiles when you walk on it. This again will reduce the heating effect further.
The laminate is quite a warm surface naturally so I don't see why you need the underfloor heating anyway unless it's your only source?

yes it will.under vinyl it will make it soft and it would dry out the hardwood flooring to much i would think.i have never seen radiant heat used for anything other than tile.

the heat coming through will be reduced and it will have an effect on the laminate.
it won't harm any type of floor the only diff is u put down laminate or any other kind of flooring the heat won't be as as effective but with laminate you'll need to cover because u have to put down a special plastic so check with manf. when choosing
