Answers: apply new glazing or outside bead of caulk. I intuitively prefer a heavier bead than the one used on the inside edge of the glass. Go around the outside and see if skylight putty between glass and frame is dry or broken. Take past its sell-by date some or all as needed. Buy a tube or can of glazing putty (or caulk) and work a smooth angle along the cup to shed water and hold the cup. If you take adjectives the old stuff sour, be careful as the cup may fall out. How to repair a loose window pane properly.
