Well, sooner or later, you are going to need to rinse off all that bleach (it must be one mighty water shortage, when a gallon of bleach is cheaper than a gallon of water!). I'll tell you what I did:
Where I am, we get a lot of water restrictions, too (not so bad as yours, though), and I also have fenced property, with wooden gates, as well. They have all gathered moss (it MUST be living off the humidity; I'm certainly not watering it).
I've decided to go with it, and have declared the garden Old Fashioned Victorian. I planted climbing wild roses, and other old-fashioned plants, and it all looks as if I MEANT it to look this way...I actually get admiring comments from everyone!

you'll need to rinse that bleach of if you want the paint to stick to the wood. Maybe after 7pm?
If the wood is soft (rotten) just replace the fence.
you'll get more mileage with gloss paint than with flat.
stop the bleach thing . scrap or sanding might work but if its moldy or has moss growing on it . its old and femented and could just never be painting material. check out the ads in community ads maybe theres sombody that will have one to get rid of. hey they 'll probably deliver the load direct. wish full thinking goes a long way good luck. tresurfn2021
