Does anyone know where on earth I can find a designer/engineer of low voltage lighting fixtures?
Answers: Virtually every major lighting businessman (there are hundreds of them) make low voltage lighting fixtures. Each have their own in-house research and development troop that designs low-voltage fixtures. If you are looking for well design fixtures and not those cheap Home Depot low-voltage fixtures, look at commercial lighting. Try Lithonia, Cooper, Hubbell, Lightolier, among oodles, many others. They will show product notes sheets that will give you a honest idea how they are designed. The push button to designing any light fixture is contained by the reflector and how the reflector distributes light. The rest is simply for looks.
