No laws to protect you in my state, but if you go to Saint VIncent DePaul, the Red Cross and some United Way agencies, they will review your income and expenses, determine whether you are eligible for assistance and will sometimes pay your bill, ONCE. You have to prove that you are in a hardship position, have no other means and did not just go on some shopping spree instead of paying your utilities.

As far as I know, there has to be a medical necessity, and proof has to be provided by an MD. I would call the utility company and try to make some sort of payment arrangement. They will work with you. They want their money and are willing to wait over a period of time if that means getting paid in full rather than having to write it off. I would call your local housing authority and see if they have any answers on this subject, since they would be familiar with the local ordinances.
In Illinois is is against the law. Good intent of paying one's bill is always the best policy. $5-10 isn't much of a hardship. Talking with the electric company for scheduled level payments is very helpful. In my opinion, if you can afford cigarettes or booze, you can afford electricity. YOu need electricity, you don't need the other two.
i think only if there is a medical reason like oxygen or any other medical reason. there is help out there to help with your utilities, at least until you can get back on your feet.
Some states might have a code like that _ BUT - for the most part unless someone is in the household that is elderly or in very poor health requiring electricity to stay alive (medical equipment usually) - they can shut off your power.
Law does not protect the one who broke the law. You broke the law by not paying the bills. If you can't afford to raise kids with proper care then don't have one.
I would like to see the govt. to take your kids away because there is no electricity in you home.
Power company has all the rights to disconect your power. Also be a man and stop hiding behind your kid/baby.
Pay your bills. If you don't, why should you get power for free? Child be damned if you can't - it is YOUR responsibilty, not some company's to light up that childs life. "Oh I have a child and no money; give me food and fuel for nothing." Pish. Go to your local church or street corner and beg if you cannot work. Have no children that you cannot afford. Have some pride: sweat by candlelight.
