Yes it does. Jet pumps need to be primed in order to work or draw water from your well. Submersible pump do not need to be primed since they are drawing water for the well itself.

There are time you must prime the pump numerous times before you get pressure back in the pressure tank. Could take you some time but keep up with it. Better to spend the time vs paying a plumber.

Yes it does have to be filled. There will be a fill port with a plug on top of the volute (front end) of the pump housing. Fill it to overflowing, tighten back up and switch on. Give it a minute. If nothing, repeat. If your foot valve is working correctly, and there are no suction leaks, you will eventually get your prime back.
