The stucco covered cinder block foundation to my house is cracking and coming off-how do you fix it?

The blocks are like 3-4 feet from the ground. Can this be a do it yourself---if not,how do you find someone to fix it?

call a EIFS ( synthetic stucco-meaning exterior insulating finish system) or stucco contractor. Some masonry restoration companies do this type of repair work.
