How to remove "cattails" from small pond without killing any fish?

Small pond is being taken over by cattails!

I have the same problem and I contacted the Tennessee Department Of Agriculture.

They gave me some information on getting rid of Cattails but it wasn't much help.

They said to do it preserving the fish I had two choices.

1. Pull them up and dispose of them then continue to pull up sprouts that would come back until they were all gone.

2. Pull a light proof tarp over them and leave it all summer. They say the lack of light would kill them.

I chose method one but I have talked about it and haven't done it.

By the way they said to beat them with a broomstick to scare away snakes before pulling them out.

I just grab em and the fish seem fine.
