No offense to you at all, but this issue should have been resolved long before you handed over any cash, or signed any paperwork.
Getting rid of the smoke smell will be far easier than pet waste smells. They likely are also in the padding, soaked through any carpet. On tile they would be easier to clean, but even in that the urine can soak into grout.

Go to the local grocery and get about 4 boxes of Arm and Hammer Carpet deodorizer. Sprinkle the carpet and let it sit for a few days then vacuum.

well to get rid of the smoke smell I would paint all the walls to cover up the smell... or if thats too expensive for you I would wash the walls very well with bleach and water... and for the cat pee smell, well cat pee glows if its under black light so buy a black light there only a few bucks and get a lamp or something and then find the cat pee and then go to a pet store( zellers or walmart sells it too) and buy cleaner with enziems(spelling wrong) just ask the person at the pet store they should know....... you can also try cleaning the walls in the room that smell like cat pee because when male cats spray they spray on walls or anything vertical... well I hope this works for yoU! and congrats on your new place!
