What are the tentant rights?

I have a problem with the landlord. I rent a full house and the landlord does not do his part of obligations to fix his house. Couple of months ago, we had the basement flooded when it rained hard. All the water from outside came in our basement. Last week I called him and told him that the bathroom upstairs in the attic was leaking, and to send an electrician, but he ignored the message I left him in his voice mail. If I don't threaten him, that not to expect his by rent when its due, he comes runing for his money. This landlord is neglecting his property. I am tired of threatening him. What are my rights as a tenant?

Different states have different rules. Go to your library and get the rules on renters and landlord law. RSA rules. If you have a leak why do you need an electrician? Why not a roofer or a plumber? sounds like you will always have trouble with your land lord, so my suggestion is to move before he raises your rent to get rid of you for asking for things he should do . Some land lords are slum lords some tenants are lazy and won't even change a light bulb. Your land lord sounds like a slum lord. Call the board of health and ask for there advise.
