What are the tentant rights?
Answers:
Each state has its own landlord tenant laws. You can call the State Attorney General's office help line, usually an 800 number and they will mail you or discuss with you your rights. Send your landlord a letter, registered, specifying the problems, keep a copy. If your house is not fit or safe for habitation you can withhold the rent or order repairs, only if he does not fix them and a notice has been sent, and deduct the repairs from the rent, keep all receipts. Good Luck

Why don't you ask your landlord to cover your whole house with a big umbrella. This will be easy for him to follow

Different states have different rules. Go to your library and get the rules on renters and landlord law. RSA rules. If you have a leak why do you need an electrician? Why not a roofer or a plumber? sounds like you will always have trouble with your land lord, so my suggestion is to move before he raises your rent to get rid of you for asking for things he should do . Some land lords are slum lords some tenants are lazy and won't even change a light bulb. Your land lord sounds like a slum lord. Call the board of health and ask for there advise.
probably better to find another place, but in the meantime keep in mind that if you are going to withhold rent money to make repairs yourself you have to give the landlord written notice first, otherwise he can evict you for non-payment in many states. if push comes to shove, call the city or county building inspector, but be sure you have a place to go before you do, because if they condemn the house you will probably only have 48 hours to get out
