Does anyone know how to lock an outdoor spigot so that unauthorized people can't use it?

A plumbing supply house in your area sells spigots with removable handles, designed for this very situation.
Most outdoor spigots have separate turn-off valves inside, so that they can be turned off to avoid freezing, for example. But every building in NYC has industrial looking spigots with their handles removed, just a square stub protuding on which a handle would fit. If they are only available to commercial plumbers, you can certainly find the type for which the handle just comes off by removing a screw. I have those at home and I am sure they are at the big hardware stores.
you should have a in house shut off for this spigot, if not there are devices you can buy to lock it out. check out the home supply centers in plumbing dept.
You can purchase a faucet from a plumming supply that has a key that you have to insert to operate. Just removing the handle will have someone use the channel lock pliers or vise grips to operate and can damage the stem
