Is there A path to stop the shaft from moving on a small engine
whlie the engine is still running a choke, a clutch ? how

no.....i haven't found a way but.....you have to hold an engine with a clutch busy pto or some other accessory drive. the shaft on these engines is connected directly to the crank, so contained by order to kind it stop turning, you have to turn bad the engine.....
