oh gosh I am having the exact same problem??? I had never even seen a maggot before until I moved here and summer came. We have our garbage double bagged and in the back of our garage. It seems as well that the weeks it isn't too awful hot we have no maggots but the weeks it is very humid we get them - I wonder does the heat help them produce??? I think I read maggots are formed from house fly larva.....good luck!!!

Check the joint between your tiling and floors, and also the wire netting on you bathroom windows...
Do not put any kind of meat (raw or cooked) in the garbage container. I usually keep my meat scraps in a plastic bag in the freezer until garbage pick-up day. I also squirt some bug spray each week into to the garbage container for good measure.
I don' t know why they come, but you can pour bleach in your can and that kills them!
I am assuming you mean your garbage bin here. It depends on how often you are emptying the garbage and taking it out. Your indoor kitchen garbage should be taken out daily. I usually place newspaper at the bottom of the garbage bag ( soaks up any liquid) and spray it too -and also before throwing out I spray some repellent in it .This will prevent any worms etc. as they will be come from the decaying of food and they will be attracted to the bacteria. This will be even more a greater problem if the weather is hotter as this makes the bacteria grow faster. Sealing it just makes the garbage a warmer place for bacteria to grow. It's okay but the key is to empty daily.
