When you see the weather report and it says "partly cloudy" and then the next day it says "partly sunny

what is the difference?

I had an Aunt "Rainy" and a godmother "Sunny". No Kidding.

I guess both of these are something of a cross between them!

As others have already answered, it's a degree of cloud cover issue.

Here are some definitions:

"Partly Cloudy
When the predominant/average sky condition is covered 3/8 to 4/8 with opaque (not transparent) clouds. Same as Partly Sunny."

"Partly Sunny
When the predominant/average sky condition is covered 3/8 to 4/8 with opaque (not transparent) clouds. Same as Partly Cloudy."

they just answered this question on our weather channel here. The weather station has a list containing these phrases and it goes something like sunny, partly sunny, partly cloudy, cloudy, overcast, etc...don't remember them all, but partly sunny is mostly sunny with scattered clouds and partly cloudy is mostly cloudy with sun at times hope that helps and isn't too confusing hehe who listens to them anyway, best advice: walk out the door look up at the sky and decide for yourself, grin!
My common sense interpretation would be that "partly cloudy" would be something less than 50% cloud cover, in other words mostly sunny; "partly sunny" would be something more than 50% cloud cover, or mosly cloudy.

So, "partly cloudy" would be the same as "mostly sunny"; and "partly sunny" would be the same as "mostly cloudy".

That's just my interpretation. the same logic holds true in defining whther the glass is half full or half empty.
partly clouds means there is a bit chance of clouds in the sky and partly sunny means there is a bit chance of sun in the sky.
