2 questions about heating and cooling.?

1. Is it cheaper to heat or cool a home? Say you either want to heat or cool it to a 20 degree differerence from outside. For example. It is 50 degrees out and want to heat it to 70 or it is 90 degrees and want to cool it to 70.
2. If you do not toucn your thermostat (it was at 78 for May and June), is it more expensive in June because it was only slightly warmer outside or could it be the filter which was dirty?
