Take a sample of your pool water to your local pool supply shop. They should be able to analyze the water and tell you what chemicals you need in order to properly balance the water and get rid of the rust color.

You need to get a cheap sand filter. It draws the water through very fine sand, and that will filter out the minerals(its rusty water).
if the water is hard enough to bounce on, it's dirty ice
Take a sample to a pool store and have them check for iron. You will probably need a metal inhibitor. There are some really good ones out there, but make sure it's metals causing the problem before you do anything.
Use a good chlorine, maybe those big tabs. It will brighten up the water and discipate in a few days.
