You can pick horse radish roots any time of the year, as soon as they are about as thick as a carrot, or even sooner if you're in a hurry. They get HUGE if left long enough. It grows year-round, and spreads easily, it propagates itself from the smallest pieces of root left in the ground so don't worry about picking it "all".
Wash the roots so there is NO dirt on them, cut off any bad parts that might have bugs. Peel them if they are big enough and grind them UP in a grinder or food processor like a blender.
Then you are on your own, there are lots of ways to fix it, add sugar, salt, vinegars of various types, pepper, other spices you like, cream, for immediate use, other raw vegetables, onion, or whatever you like the best as a garnish.
You can really pulverize some so that it's like cream itself, ie. very fine and mix IT with some that is more coarse, for eating with roast beef, etc.
Here's a hint, grind it OUTSIDE or your eyeballs will be smarting if the horseradish roots are any good.
