Well I can Tell you how to do it but you will have to decide. When I was a younger kid my friends and I hated this old man and he didn`t like us. He never gave out halloween candy and didn`t believe in Christmas. He was such a grouch! One night we had my girlfriends little sister diaper full of poop and we put the poop in a brown paper bag and we lit the bag on fire and rang his doorbell. I will never forget that night we watched him from behind the bushes and he was trying to put the fire out and caught his pant leg on fire. We never got caught and we pledged never to do that again!!
Have you tried just asking her? If that doesn't work go to the condo board. If it's still a problem, pick up the poop in a bag, and put it on her doorstep with a note that says, "you left this in the parking lot". haha
If she doesn't know how upsetting it is she can't change so tell her and if she is abusive or continues to do it then seek unviolent alternative means like dog repellent sprays which you can spray on your car tyres and around the area they go. It worked for us, the little beggers took one sniff of the stuff sneezed a few times and walked on.

Get Pepper spray or grind pepper and/or hot, hot sauce and spread it around the area. Have some quiet fun.
First, ask her nicely if she would be willing to take her dogs elsewhere to do their business so that you don't step in dog doo. Be very nice in asking. If that doesn't work, then REMIND her nicely (use the word reminding in your statement) and say, "You may have forgotten. I just thought I'd throw out a little reminder." (Smile) If that doesn't work, then scoop up all of the poop over a week's time and save it in a kraft mailer. At the end of the week when you've accumulated the mess, write her name on the envelope and set it in front of her door, sealed. She will think it's a package. When she opens it, one of two things will happen: she'll either get the message and stop having her dogs poop in the parking lot, OR she will angrily confront you. If she angrily confronts you, then you have the BOLD RIGHT to tell her that you asked her kindly TWICE and that she didn't get the message, so you thought it would be helpful for her to have a VISUAL AND SENSUAL REMINDER so that she would remember. If she gets nasty, let her know in no uncertain terms that you will continue to collect the do and deliver it to her door until she does the right thing as she should. And be willing to actually follow through with it, cuz she might test you, thinking you're bluffing. You can always step up the game by delivering the doo-doo to her via HER PARKING SPACE. LIKE RIGHT WHERE SHE PUTS HER FOOT TO GET INTO HER CAR. Make up your mind that you WILL have the victory one way or another (all legal of course). If she sees in your eyes and hears in your voice your DETERMINATION, she WILL get with the program.
Two notes: use a plastic lined kraft mailer AND do not place on or in her mailbox
scoop up the bizness and place next to her car or door .. Find out if there any laws that would make her clean up after her dogs some citys and states have POOP laws also even though you own most place s like yours still have some form of management in place or some type of system to address problems such as this I would suggest that a respectful and needed decussion with the neighbor in question is needed and most certianly called for
