Why do toilets in most places stink?
Answers:
Because people dont flush, and the sewage builds up a biofilm on the rim and bowl, so that it puts out an offensive odor as it decays.
Also the mercaptains and other chemicals associated with Sewage, such as hydrogen sulfides also tend to get rank...
If they keep it clean, and maybe put those chlorine tablets in the tanks, then you wont have such a smell... As chlorine kills odors and bacterias that cause them.

they may not be getting cleaned properly most places surface clean them but dont clean around them then bottoms of them or by the screws...

they need to clean the whole toilet inside and out and around.....

Because people take big craps in them and pee around the seat and stall.
Because people poop and pee. Also, workers don't clean it up such as in Burger King.
