John is right. Location first. Then neighbors/neighborhood (which is part of location) :-)

Price is not a top priority.
Location most of all. Also cost!
The neighborhood, the price, the neighbors, the style, and the extras such as a pool and laundry room.
more space
I chose the apartment I just rented over another because it has a washer and dryer included.
A variety of things come to mind. As the others said, location, but monthly rent and condition would influence my decision too.
A totally sound proof building which I already have. A well planned yard with lots of trees, flowers and other greenery - I have this too. Minimum units per floor to minimize foot traffic - there are only four units on each floor where I live, two in front, two in back - very minimal traffic - this is a good thing. Location is lower on dwelling desires because once you're inside it's your world and how you preceive it.....
Once you narrow it down, if you are looking at a multi-apartment building and feel comfortable doing so, hang out and ask some of the residents what they think about their apartments, maintenance, etc. You might get some very different answers than those you get from the owner/manager. (Example - the owner may not want to admit to bug or noise issues.) Do a search on the internet to see if you get any hits. Sometimes you can find out if others have rated the apartment as good or bad.
Don't forget - the higher the floor, the prettier the view may be, but the longer the hike if the elevator goes out!
Also, be sure you know what is and isn't included. Rent might be cheap, but if you have to pay separate for utilities or other things, the cost can go up quickly.
Location, rent amount considering what you get community wise and 1 bd or 2 ect., type of manager or company renting from, also what type of entry (gated, unit outside or in apt complex) and if they let pets live there too, neighboors, weather smoking or not, quiet rules - alot goes into my needs for a good apt ... not just location
