i have a huge balcony is it safe and legal to build a small swimming pool as i dont have a garden?

Water weighs just over 8 pounds per gallon, so if you even have a thousand gallon pool (which must be tiny for a pool) that is 8,000 pounds of weight. There is no way your balcony will support that kind of weight.
what can I say? A few weeks of sunshine and everyone wants a pool. I reckon you either live in Spain or you are an ESKIMO. On the other hand you may just be an optomist who has great faith in the Great British Builder. GO FOR IT if it doesn't get planning permission or building warrant at least you will cheer up an otherwise normally boring office for a while. GOOD LUCK

NO WAY JOSE, Even a small pool weighs 4 tons. It does not take you to be a structural engineer to figure this out.
you could in theory build one but you would require planning permission and reinforcing of the balcony would be a requirement
