Why do bags of water keep flies away?

Is there something in the water that repels them?

Answers:
If you fill a ziploc freezer bag (these are the strongest to hold liquid) and hang it somewhere. The movement of the water keeps flies away. I worked in a Deli and we hung several bags outside where the garbage bags were put and they really worked.
