Upon moving out of my apt, I painted, shampooed carpet, cleaned everything. My manager charged me $345. Why?

In California, almost all landlords clean the apartments themselves and charge the tenants for cleaning. I used to clean them immaculately before I left, and always got socked with the cleaning bill. Now I never clean them, and have to pay the cleaning bill, but it doesn't feel so bad. Seems to be standard practice for landlords these days to try to figure out ways to keep your deposit. I had a landlord in Florida that charged me because there were spider webs in the outdoor light fixture. I had another landlord that wondered why I kept bugging him about getting my deposit back, as he thought I was bugging him for what he called "free money". It's irritating.

unless you show the manager and get them to acknowledge that you cleaned, they can charge for cleaning when you move whether it needs to be done or not. unless maybe you owed some back rent....
Because property managers are 3 evolutionary steps below sewer rats....and almost as compassionate.
There's always small claims court.... but it would probably cost more to fight it.

Did you check the terms of your lease? If you think your rights have been violated, your state does have a bill of renter's rights. I'd suggest getting in touch with someone at your Attorney General's office and ask! They have a consumer affairs division, and they can advise you of your rights.
Because they are all scumbags, my wife and I left our first apartment in beautiful condition and ours charged us 300 for some wet boards or somthing stuopid, that didn't even exsist.. I shouldn't say all, because our second landloard before we bought our house was great...

laws differ state to state but generally your landlord had a short time to either issue a refund of your deposit or a detailed invoice on what he is charging you for. Call Judge Judy she will straighten him/her out!
find out! it's a scam, many apartment owners try to pull this one off. it's also illegal call you city to find out who to contact, or just go in the office and raise holy HELL!
That's why you should ALWAYS ALWAYS do a final walk thru with the manager. If you let them do it themselves without your presence they will ALWAYS find something to charge you for.

Could be 100's of reasons.. Back rent.. Damaged windows.. Terminating your lease too soon, Paint color wasn't what he wanted.. Cigarette burns/stains in the carpet, Hardwood floors sratched up, Refrigerator not cleaned, Stove not cleaned, Garage left a mess, Yard/garden tore up.. Guess we'd like you to tell us why
They are going to do it again anyways...so they can keep your deposit. They are cheap that way.
