Cellophane tape stains are mostly caused by the residual glue that catches dust and grime.

Now, most wall paints are organic compounds.

So you will need something that will was off the glue and grime without dissolving the paint.

I suggest you keep away from stuff that dissolves organic compounds like paint. These are liquids like turpentine, acetone etc. Also keep away from cleaning agents that use these compounds.

Your best best should be a little water with a mild detergent in it. Wet a cloth in the detergent solution and rinse off the excess water. Softly, but firmly, scrub off the stains.
