How can I repair a small tear in my shower curtain?

You could buy one of the many toy floaties out there, most come with a repair patch. Try using that. It should work for a small tear.

there are many colors of duct tape find one close to it's color and repair with that from the inside
is it plastic? part plastic part fabric?

making the duct tape a clever shape will be a good artistic way to hide the rip...
and if there are more rips more fish!
sew it together and then cover it with water proof sticky tape
go to the hardware store and get some tape made for plastic the sales person can direct you in the right direction

I think you can put some accessories on it after you tape it. If you sew it, maybe it'll not look so good. It will be the same when you patch it by taping it,the curtain will become sticky later.
Get rid of it! They make new ones for a reason. To REPLACE every few months.
