Well This is right up my street.
For an Estate agent to meet the compliance laws they have to follow sticked guidelines for miss descriptions, if you purchase the home and the conversion does not comp-lie to building regs then it CAN NOT be classed as a bedroom therefor the agents are liable to pay compensation to you to cover all work to meet regs.
Although this is a matter you should bring up with your solicitor, just make sure you keep a set of the details before they change them.

Ask your local building inspector, Phone or pop into there office , They don't charge for enquiries. You might have to have a partition built round the stairs with a fire door at the bottom & a wired smoke alarm in the loft & the floor below. Good luck.

If you intend to rent property out to students or multi person household ie not a family then very strict rules apply. To a normal family the rules are more relaxed. You need a fire proof stairwell walls either fireproof plasterboard or brick or 2 layers of plasterboard. The door needs to be fire resistant too. The windows in the loft need to have fire access too.
