Who to contact when we have a water outage?

So, my house is outside city limits and the water company is not big. Every month for a week at a certain hour, they cut off my water. Now last year my whole street had a financial problem with the water company because we were receiving water bills of $700, 800, and even $1000 for a month, and to top that off, they were blaming us because supposibly we used all that water. Finally the state found out that the people in charge of the water plant were stealing the money and after an investigation they found computers dug in back of the building with all the information they needed. Now we have the problem that they are cutting off the water and they do not answer when I call. They and when they do, they come up with dumb conclusions. I am sick and tired of this please somebody help. Who do i have to contact in order for someone to help with this problem
