You can do it any time now. If it's still getting pretty cold out at night, just cut the bottom off a milk jug and set it over the tomato plant, it'll hold heat in and protect it from the night chill. Happy Gardening!
I would say it depends on the area, but I start mine indoors in March/April, then outside in May. The earlier the better.
