Cotton does not need a lot of water to grow it does however, need a considerable amount of water to produce a profitable crop. The water must be applied at the right time to much at the wrong stage of development and the plant will suffer. Too little water and the plant will not produce. Sufficient what at the wrong time will cause the plant to grow stalk and produce no fruit.

Not really seeing as how it is grown primarily in the south where it is hot. It just needs enough to keep from wilting in the heat.
Cotton does need a lot of water to grow. Infact some say that cotton needs more water than rice.

I would say no since I've seen cotton growing in very dry areas in the tropics. The surrounding vegetation was composed of grasses and lots of trees that looked like they seriously needed water. The cotton plants themselves looked kind of dried up with few leaves and the most noticible thing about it were the buds of white cotton on the branches.
