That is being done more and more but there is extra expense in installing and operating two completely separate units. The only advantage would be is if one unit broke down you would still have air conditioning but it would not work well for the entire house with only one of the units working beyond it's capacity.
With one properly sized and properly balanced unit you can zone the cooling for both floors with less expense than installing and operating two seperate units.

I think in the long run it would save money. Because of the cooling by zones, not having the temp the same , especially if no one is up stairs until night time.
depending on the size of the home if you get a unit that can cool both storys may be better cost you a bit more for the unit but you may save in the end on your bill
no reason. Air conditioners can be large enough to cool more than 2 stories.
