What to do about upstairs neighbor's leaky toilet?
Over the last couple of weeks the spot has grown progressively darker and larger. Today I noticed that there was a black mold beginning to form on the spot. I would have spoken to them before, except for three reasons: 1) I wasn't sure how to approach this, what with this not being an apartment and such, 2) They have limited English-speaking capacity, and 3) The only time I have spoken to them was to have them threaten to kick my leashed dog when I took him out for a walk.
What is the appropriate route to take care of this problem? Also, can I ask for them to pay for the damage that has been done to the ceiling, ie a can of ceiling paint and possibly a bulding inspector?

Contact who ever is responsible for maintaince on the building, this could be a health issue if not fixed, if management won't fix it threaten to turn them into the board of health. You can spray bleach on the stain to remove it and the mold, be sure to cover anything you dont want sprayed.....

Call for a Plumber and pay him fer repairing your neighbour's toilet...as long as it leaks, there's no use in Painting...
contact the building management and tell them your problem.
