Paint the place. Refinish the floors.
You will have to paint probably, or steam clean as much as possible, you can steam clean hard wood, and painted surfaces, but you might wanna consult a pro on that.
Mop the floor with vinegar[and water].You can wash all surfaces with this solution.Good luck.
1. You may be able to rent an electrostatic precipitator from an equipment rental company.

2. Contact a company that specializes in fire/water damage restorations such as Servpro or ServiceMaster.
You can get candles like at wal-mart that kill cigarette smoke smell, and you can get other cleaning products that eliminate the smell.
Good luck. Its in the walls, carpets, and everywhere. You must paint the place, rip out those nasty carpets, and wash every bit of the place that cannot be painted or replaced. You might be better of finding another place.
you will have to use a strong pine cleaner like mr. clean and mop the floors at least twice a week.i know how you feel i just moved into an apartment and it stinks like cigars.

For the wood floors mix 1 part boiled linseed oil and 3 or 4 parts paint thinner.(Test it on a small area first).
wipe it on with a clean cloth, make sure room is well ventilated. Never mop a wood floor with water. If you use any solution/cleaner with water it can easily ruin and warp your floor. Thia is especially true if it's an older wood floor that has any gaps whatsoever between the slats.
I don't recommend any cleaner with water be used unless you use it with a very, very, well wrung out cloth.
An effective product to eliminate smoke smell is a very concentrated spray called Ozium. You will find Ozium usually in the automotive air freshener section of a Target or a Walmart. Walgreens has it behind the counter near the tobacco, lighters, and lighter fluids ect.
Any plug in type air freshiner that "removes airborne bacteria" should work very well.
Wash the walls with a solution of hot water TSP "Tri sodium phosphate" and a little bleach.
Throw away and replace any drapes or carpeting.
