An under sink RO (reverse osmosis) for the water is best. It will remove 99.9% of the bad stuff but it also removes minerals that aren’t bad for you. You can also go with a plain 3-stage filter that uses a cloth, charcoal and ceramic filters that remove only limited stuff from your water but it will make some great tasting water. They are both EASY to install yourself so DON'T fall for the companies that come to your home and test your water and then try and sell you an EXPENSIVE system. A new RO system will be no more than $300.00 and a 3 stage system should be no more than $150.00 MAKE SURE YOU CHECK ON THE COST OF REPLACEMENT FILTERS BECAUSE SOME COMPANIES CHARGE CRAZY PRICES FOR THEIR REPLACEMENT FILTERS.
The best air filter is just what you said except for the fact it is installed on the return airside of your A/C unit inside your home not outside. You can also hook up a new electro static air filter or the non electric big filter cartridges to any existing A/C unit and still be able to use it on a new system. If your A/C unit is over 10 years old you will save a great deal of money with a new A/C system because of the new SEER ratings that took effect in Jan of this year. I have a sharper image ionic breeze that helps in the bedroom but they are too small for a whole house. Without spending huge costs on replacement filters all the time your BEST overall savings will come with the add on for your A/C unit.
