You won't be able to remove the scratches. Have you tried Lime Away or CLR? Usually they will remove hard water stains. You might also try putting in some denture cleaning tablets, like Efferdent. Fill the container up with water and put in enough tablets to make the water turn dark blue. Let it soak overnight. I usually have good luck removing these types of stains from the inside of my crystal vases that I don't want to use harsh chemical inside of.
