CITY HALL USUALLY HAS THESE TYPES OF PAPERS.
If your area has a planning department they might have the plans as they usually require a set. Only problem they may not be available to you as you are not the current owner. Maybe you could ask the landlord to give you authorization to obtain them because of the privacy laws. Depending on the age of the home they also might be in their archive department or destroyed.
