It is some kind of oak tree and it looks like there is some kind of fungus growing on it. Also, when I broke off the dead branches it looked like there was bark peeling off that was blackish or there were holes in the branch and two of them had bugs in the holes and i found other spots on the tree branches that looked the same but were not dead yet and one that i saw was webbed over like something was in there. The leaves are green but with a lot of holes and round cocoons on about every one. The tree leaves are not up through the center of the tree just around the outside and top.
