What is the best breed of dog that is good to housebreaking, obediant, non-dominant, friendly and cuddly?

I don't think there is a answer to this question based on dog breed. For example, we have three dogs, a mutt and two pure bred golden retrieves. They are all great dogs, but the mutt is the most obedient and loveable of the lot. There is too much variability in individual dogs, and too much depends on you as an owner.
Go to a pet shelter and see what they have. Play with the puppies, select one that is friendly and no too skittish. The rest of its character (obedience, dominance, etc.) is really up to you, i.e. if you put in the time to train the dog and if you are a good and patient owner then it will have many of the characteristics you desire.

One of the best dogs is a boxer but even though they want to be lap dogs they aren't. A good lap dog would be a multis they are supper cute and sweet.
Its not a small dog, but they are very smart. Get a black or golden lab.
Well for temperment a retriever cross( black,golden,yellow lab or newfoundland) but they may be to big and shed, for non shed= Poodle.So look for a cockapoo or toy poodle/lab mix.

one thing first EVERY DOG BITES! dont care what people say, if the dog ever feels threatened it will bite. poodles (i saw that answer earlier can be a little on the viscious side). labs and retrievers are good dogs but a pit is very trainable (more so then labs and retrievers) but are biters. labs and retrievers are good dogs.
please remember though all dogs bite, that will never change.

Either go to a dog show and see the different breeds (and talk to their breeders/owners) or get yourself a good all-breed book and look at the photos. When you find a dog you like the looks of, research that breed for character traits, inherent health problems, match the breed's energy level to yours.
There is no such thing as a certain breed that has all the traits you asked for. Any breed can have those traits if you put the time and effort into them. A dog is not a robot, it's a living, breathing animal and you get out of them what you put into them.
