I like kicking them. No, just kidding, you should try getting a tight closing trash can to store your bags in.

cats are very mischevious they love the smells that come from those bags.
fill the bag with broken glass... Im sure after a couple of times the cats will stop (or die, same end result!)
Sprinkle the bags with amonia, cats hate the smell and should leave the bags alone
I tried this once, 'it works' As you put your rubbish out, take an extra bag with you, Make sure the cat or cats cant see you, climb in the bag yourself and sit quietly wait for the cat, jump out and scare them silly. (make sure you put holes in the bag for breathing), And Make sure its the cat you scare not the postman, very embarrassing, but at least the postman doesn't tear my bags ...anymore.
I think your best bet is to always keep the bags stored in a rubbish bin . If you dont have a wheelie bin , get one or at least get some kind of bin with a securable lid.
I use to have 2 cats and I know what they are like.
As a cat owner I doubt it very much that you will be able to stop them tearing open the bags as mine do the same. I can only suggest that you keep the rubbish bag(s) in the shed or garage until the day theyre collected. Or get one of those plastic bins with a lid so the cats cant get to it. Cats are very inquisitive animals and have a very high sense of smell therefore they can smell food in them. I even have to keep carrier bags away from mine indoors as they love to get in them and chew them. Hope this helps x
Get a wheelie bin. Or try some dirty nappies in your rubbish bin - it stops the foxes so it should stop the cats. Perhaps they are after the meat/fish in your rubbish - maybe you could seal these items in a smaller bag then put them in the bin liner? Cats also hate citrus smells so half a lemon in your bag might do the trick? Good luck but please don't hurt the cats.
Get your dog to sit by the rubbish sack!
shoot them!
Spray the bags with ammonia. That will deter them.
i agree with bingham sparks
put cat in said rubbish bag along with a few bricks and throw into nearest lake or river job done
Try spraying the bag with pine oil
You can get a spray that is meant to repel cats, try and find some in your local pets store or supermarket.
