Use carpet tack strips. You can buy them at any home store. Be careful doing this though, you might get sued.

wide don't you put barbed wire on the top surface of the fence. Anchor it down with a clamp and screw drilled into the brick.

Actually, why don't you use pigeon deterrents? They use them on light poles and signs to deter the pigeons from landing and pooping. You can get them at industrial construction supplies, like 84 lumber. I think if you even ask at the home improvement stores they have something similar. I wouldn't say it is to keep people off of the fence though!
Put out a few potted plants, you might be liable for injury if someone gets hurt by sitting on it or falling on it.
