I got an idea call a tree removal service ask them if they need a license to remove cactus, they would know, if the price is reasonable, you might even have them do it.

If you're in an area where they grow naturally - Arizona, New Mexico, etc. - removing them could result in a fine, or even a jail term. I suggest you contact your local Public Works Zoning/Code Enforcement department, and find out what they say.
