I have a bush with tiny white eggs on it. it is killing my bushes please help!?

The bush has tiny white eggs and webbing, the insect forms a crusty brown scab on the leaf after sucking the sap out of the leaf. It has killed one bush and has spread to 2 anothers so far. This is a beatle/mite like insect almost the reverse of a lady bug(black body with red spots). How do i kill the larvi and the beatles/mites before they kill my bush as well as treat my surrounding bushes to make sure that they too do not get attacked by this beatles/mites.

It could be a lady bug. I did use a product that seems to work fairly well. We've had a beetle issue ourselves in our garden. Hope this helps!
