Sounds like algae. You need a bag of Stop Yellow, brush the sides and bottom and then shock it. Make sure you clean the filter.
To prevent it in the future look into getting phosfree. It gets the phosphates out of the pool(that's what the algae eats) I was skeptical about the phosfree, since it's expensive. But I've had a beautiful pool for 2 months.
You've let the chlorine levels drop, and now, you need to go to the pool supply, and you also need to know the pool capacity in gallons! Don't try swimming in it! Yucc!

1. 'Shock' the pool. It will be clear in 8 to 12 hours. NO SWIMMING! It could burn your skin!

2. BUT, none of all that works, if you don't change out, or clean out, the cheap pleated filter! (I like the sand filters, better... but, the entire housing needs to be changed over, to switch them over, and they aren't cheap!).

3. you'll need to clean the pool with the suction scrubber, also.

4. The ph of the pool should be checked, and chlorine added as in the instructions...
