I have a landlord that does nothing about the noise in my building what other option do i have?

Depends on what's making the noise. If it's the kids next door, then his options and, consequently, your own are limited.
Move?
Report it to the police as a case of disturbing the peace if the noise occurs at certain hours.
Have you talked with him? I would check my lease to see if it has anything in there about noise control.
Report to the owner and if it is possible, move.
