As the others say, ring BT. I presume your bill doesn't come from BT, but whoever provides your telephone service will tell you if not.

i would imagine you would have a phone socket on a wall if you were connected up. connect a phone in and see what happens. dialing 150 will get you thro to BT and you can go from there to set up an active line.

If you have just moved in and there are phonepoints present in your house then you have a BT phoneline. Call BT from mobile or public call box and ask them to connect you.
ring 150 give them the address and they will tell you.
