How can I best cool my apartment?

I live in a two bedroom apartment in Atlanta with one husband, four cats, and five computers. It gets HOT, but we both *much* prefer the cold. While we're stuck here during my graduate education, what are ways that we can keep heat down during the (already arriving) spring and summer months? It's sweltering already, and it just turned April. I'm dreading the summer. Should we consider a window air conditioning unit? Neither of us is particularly handy. The apartment air conditioner will keep us at 75F or so, which is just awful to people who can only sleep easily at 65 and work at 70 or below. Any tips will be welcomed. Honestly, today was miserable; we were both in the apartment all day, and it's 75 in here--our energy was *completely* drained, and both of us wanted to die!

Answers:
i recommend #1 change your air filter--that will help your ac unit to cool better
#2 if that doesnt work ask the maintinence director to fix your unit
#3 if that fails definitely get a window unit or two, place them at opposite ends of your house--make sure to put ne in the computer room.
#4 during the day keep your shades drawn shut anywhere the sun shines directly into your home. it heats your house up a lot

You probably should consider an a/c unit. but another option is to get a fan from sharper image. It keeps me comfortable at night - and it is extremly humid and hot over here in Hawaii most of the time, and it's not even sunny (we've had rain for the past 5 weeks or so).

i would sugjest ceiling fans but you would need aproval from your landlord of course and once you install them you can't unistall and take them with you when you move unfortuntantely so don't but expensive ones if he approves. they great! there work for both hot and cold climates believe it or not! clockwise decreases heat and counter clockwise generates heat, go figure? or just go the the portable air cooler but you will pay the price in electric service and for your bed use satan bedding its cooler than cotton during humid months.
Have you checked the filter in your AC? Maybe it is restricting air flow. Often buildings don't maintain them & they get clogged up. Try removing it.
If it's a central a/c why doesn't the theromostat setting go below 75F? i would think the settings would go lower than just 75F.
If it's a window a/c are you able to put it on a recycle inside air setting? that works well and is cheaper than pulling in outside air. Or buy a more powerful one.
Well, here's a list of things to not do in the afternoon:

1) Wash clothes or dishes
2) Use the oven
3) Leave unnecessary lights on
