Just give it time... sooner or later u will have to say SOMETHING to SOMEONE about the weather or the stock market or the favorite local sports team...

IT WON"T TAKE LONG

Other answers:
When I lived in the city, I never new anyone in my immediate neighborhood. Still don't know my neighbors very well where I live now. All of my friends I have met through work or through other friends.
The best idea I can come up with, is to bake a batch of cookies (from scratch or from the box) and place them in little baggies. Set them in a basket and place it on you front steps with a large easy to read sign that says "I'm new to this home and wish to give these cookies to my new neighbors to say hello. Please help yourself"
At the bottom of the basket, another note "If the basket is out of cookies, knock on my door or leave me a note to make you some."
This method makes them come to you. Either they will knock at your door wanting to meet you, or will start leaving notes or goodies on your steps, or any number of possibilities. Either way, you will have put the ball in their court and you are bound to make friends.
Best of luck to you in your new home!!

Interest groups.
Yahoo has various Groups (see their main page and select your region).
Get involved in local theater. Volunteer at Red Cross. Buy lunch for a couple co-workers. Contact your utility company and ask about service organizations they work with.
Walk through your neighborhood naked, you sure to start some conversations.
