How does one properly dispose of propane torch cylinders that are empty?

How about asking "Hank Hill"....
The only way I am aware of in my area is to contact the toxic waste disposal centre.
If they're actually "empty", it's safe to recycle with other metals.
If not, open the valve & release the residual pressure...it shouldn't be much.
I work in a lab and we just pitch them into the trash. They're touchy about everything we throw out and how we do it, so if there was a 'protocol' for tossing them, we'd be doing it.
Propane cylinders are steel (usually). Propane is not a hazardous waste. So long as they're open to atmosphere you can just scrap them.
If you want to be socially responsible, take them to a scrap yard. Steel is very recylable.
